I have found that incorporating a gender equity plan in a firm is as simple as the entire firm putting on a new pair of glasses. Suddenly firm management sees a plethora of opportunities to move women up the ranks that previously would not have been noticed. When the goals are manageable and achievable; it engenders an enthusiasm within the firm.
